Regular meeting –April 12, 2012
Moved by Trustee Parker, seconded by Trustee Knowlton to approve minutes as presented. Motion passed by unanimous vote.
PUBLIC COMMENT (3 minute limit per person)
Chamber of Commerce – Classic Car Show
Trustee Lorenzini moved,Trustee Knowlton seconded motion to approve request. Proposed date is July 19th (rain date July 26th) 5pm-9pm in the River space lot. Motion passed unanimously subject to receipt of insurance requirement.

Chris Spezial spoke on the following: proposed Sidewalk Café legislation.
REPORTS TO THE BOARD
Orangetown Police Department
National police Week – Mayor Laird-White made a motion to adopt resolution declaring May 13-19, 2012 National Police Week. Trustee Lorenzini seconded the motion and it passed by unanimous vote.
Village Administrator
-Trustee Lorenzini made a motion to adopt resolution rejecting submitted proposals for Marina operation and to authorize the Village Attorney to begin negotiations with the RiverClub including scope of the proposed project. Trustee Foster seconded the motion and it passed unanimously.

-At 7:56pm, Trustee Parker moved, Trustee Knowlton seconded request for Executive Session to discuss a matter of litigation. Motion passed unanimously.

PUBLIC HEARING (if any)
-At 7:46pm, Mayor Laird-White moved to close the public hearing to consider adoption of the General Fund Budget and Water Department Budget for fiscal year June 1st, 2012 – May 31st, 2013. Trustee Lorenzini seconded the motion which passed unanimously. Trustee Knowlton publically thanked Treasurer Malesardi, Administrator Politi, Department Heads and Village staff
for their assistance to adopt with this year’s budget process.
Trustee Parker moved, Trustee Lorenzini seconded the motion to adopt the proposed 2012-2013 budgets. Motion passed unanimously.
Trustee Lorenzini made a motion approving use of 1.25% factor for this year’s budget. Trustee Knowlton seconded the motion and passed with a unanimous vote.
-After discussion and at 8:03pm, Mayor Laird-White moved to close the Public Hearing amending Chapter 263 of the Village of Nyack Code, entitled Property Maintenance. Trustee Parker seconded the motion and was passed by uunanimous vote.
Mayor Laird-White moved, seconded by Trustee Knowlton to approve proposed amendment. Motion passed unanimously. Trustee Foster made a motion to declare this a “Type II” action under the Environmental Conservation Law with a negative declaration. Trustee Knowlton seconded the motion and it passed unanimously.
- After discussion and at 8:34pm, Trustee Knowlton moved to close the Public Hearing to amend Sections 360-3.2(E)(6) & (7), entitled “use Specific Standards”, as applies to the standards applicable to Outdoor Dining Permits and Sidewalk Café Permits. Trustee Foster seconded the motion and it passed unanimously.
Trustee Knowlton moved, Trustee Parker seconded the motion to approve amendments. Trustee Foster made a motion to declare this a “Type II” action under the Environmental Conservation Law with a negative declaration. Trustee Knowlton seconded the motion and it passed unanimously.
– A local law to amend Chapter 330-54 of the Code of the Village of Nyack, entitled
“Overnight alternate side of the street parking”. Discussion tabled

Marina update (Trustee Knowlton)

COMMUNICATIONS
St Philip’s AME Zion Church – permit fee waiver.
Trustee Knowlton made a motion to approve request waiver of the $100 permit fee, Trustee Foster seconded the motion and it passed unanimously. Trustee Parker abstained.
NEW BUSINESS (3 minute limit per person for public comments)

EXECUTIVE SESSION
At 8:53pm, Trustee Lorenzini moved to go into Executive Session to discuss matter of personnel, Trustee Parker seconded the motion and it passed unanimously.
At 9:20pm, it was moved by Mayor Laird-White seconded by Trustee Parker to come out of Executive Session. Motion passed unanimously.
Mayor Laird-White moved to approve the hiring of M. Zonan as legal consult on the Superblock negotiations (financial cap of $5,000). Trustee Lorenzini seconded the motion and it passed unanimously.
Trustee Knowlton made a motion awarding the administration of Camp Nyack 2012 to the Nyack Center. Trustee Foster seconded the motion and it passed unanimously.
ADJOURNMENT
There being no further business, nor anyone present wishing to be heard, Deputy Mayor Knowlton moved to close the regular meeting. Trustee Parker seconded the motion and it was passed unanimously at 9:23pm
