Village of Nyack Tree Committee
MINUTES of MEETING 6/10/15
Attending: Marcy Denker, Sandra Baptista, Bill Schmidt, Chrissy Place
1. TREE REMOVALS AND PROTECTION—ROLE OF THE TREE COMMITTEE
Discussion of the some of the current Bldg Dept and Planning Board process for reviewing and permitting tree removals. The Tree Committee has been asked to evaluate a current proposal and to develop recommendations to improve the process.
Discussion of the application was used to highlight some of the key issues, including: the need to show critical root zone and possibly require a tree survey for new development; conflict of interest where a tree removal company evaluates trees; need for a replacement policy; tree fund; and the appropriate level of detail in a tree report.
The committee agreed to develop a set of recommendations by the end of the summer. First steps will be to discuss the issues with the Planning Board and Building Inspector, research alternative code provisions, and consider other tree committee practice.
We discussed finding several consulting arborists for evaluating trees.
Bill is already qualified and will be adding TRAQ to his qualifications. We discussed the possibility of other members taking the basic ISA certification exam.
Bill will be reporting back about some standards and replacement requirements used elsewhere.
Chrissy will be looking into the certification programs/elements/costs.
Marcy will bring forward the key elements of the GI report related to the tree protection standards to start to organize the work for the next few months and will discuss the issues with Building Inspector and Planning Board. Possibly have them attend next meeting.
3. ARBOR DAY
Discussed having a fall Arbor Day in the future and involving schools. A tree planting event should be the goal for next time. By then we will have the inventory and will have developed goals and possibly a program for tree planting.
Meetings dates and time: Confirmed that the second Wednesday of the month at 8:30 still works.
Sandra will take on the role of secretary
Chrissy will submit a bio and photo for the website.
