MINUTES of MEETING 9/9/15

INVENTORY UPDATE: Davey Resource Group confirmed the errors that we pointed out in the tree inventory report/map and corrected them. They explained why some trees on private property were included and agreed to put these trees on another GIS layer so that the information will be available, but not displayed on the inventory map.
TREE REMOVALS PROPOSALS: Don Yacopino (Building Department) has asked the Tree Committee to review two removal proposals. One of these is a proposal to remove twelve trees on North Franklin Street. Marcy made a list of general notes and recommendations in response to the arborist’s report. She identified the proposed removals she thought seemed reasonable and those she thought were questionable. Some of the trees appear to be diseased or infested. In the case of ash borer infestation, it may be possible to treat the tree rather than take it down. Nyack does not currently require that a qualified consulting arborist independent of a company that removes trees conduct tree evaluations. Marcy will begin drafting a format/template for use by consulting arborists when preparing tree removal proposals. Don will review and provide inputs to the draft.
ORDINANCE PROVISIONS FOR TREE PROTECTION
The Planning Board with support from the Tree Committee should develop a better format for assessments of trees proposed for removal. The Tree Committee intends to provide a list of trees to plant.
Recommendations for tree protection and enhancing Nyack’s urban forest that were set out in the Green Infrastructure Report in 3013 and the Sustainable Nyack Action Plan will be brought to the Land Use Technical Committee (LUTC) and in the Update to Nyack’s Comprehensive Master Plan.
Members of Nyack’s Land Use Technical Committee (LUTC) are very familiar with the code and have proposed changes in the code and process. Their proposals are available on the Village website: http://nyack-ny.gov/groups/committee/land-use-technical-committee/
The Nyack Comprehensive Plan is being updated to integrate sustainability (NYSERDA Cleaner, Greener Communities grant). The first Steering Committee meeting is scheduled for October 8th. From 6-7:30pm at Village Hall. Information on the Comprehensive Plan update will be posted on the Village website. An opening public workshop is scheduled for October 19th from 7-9pm at the Nyack Center.
TREE EVALUATION: We’re still working on getting a copy of ISA Plant Guide for Plant Appraisal.
URBAN FORESTRY GRANTS ( Expected to be announced later this year):
We can apply for a grant under the NYS Urban Forestry grants program to develop a management plan (Red Hook, in Dutchess County, has one that can serve as a model, but we want to look at some extra components). We can also apply for a grant to fund maintenance and planting.
LOVE EM AND LEAVE EM: Chrissy’s kids attend Upper Nyack Elementary. She’s coordinating a project to fund and establish a nature and science program aligned with STEM requirements. We can organize an event at the school on composting and recycling. We can ask Belleville—the company that manages the landscape on school properties—to be part of the demonstration in fall at the school.
