Noise: a quality-of-life and health issue
The noise from leaf blowers can reach 90 – 100 decibels
Hearing damage may result at 85 decibels
Lawn maintenance crews often run three to four machines simultaneously on one property, regardless of its size
While lawn maintenance crews may wear hearing protective gear, the people on the neighboring properties do not, nor do passing pedestrians.
Neighbors are forced to go indoors and to shut their windows when leaf blowers are being used near their properties.
Ambient noise affects individuals in a variety of biological and emotional ways. Studies indicate that children’s learning abilities may be affected.
Emissions and airborne particulate matter : a health issue
Leaf blowers generate large amounts of airborne dust, allergens, animal waste, pesticides, and fertilizer that impact all individuals, but especially those with allergy and respiratory conditions.
The gas-powered models emit carbon monoxide, hydrocarbons, and other volatile compounds.
A typical unit emits the same amount of pollutants into the air in one year as 80 cars—each driven for 12,500 miles!
The damage to the landscape
Leaf blowers damage the soil and landscape plants with 200 mph, hurricane-force winds.
The damaged soil requires greater and greater amounts of fertilizer .
They spread insect eggs, diseased spores, and weed seeds throughout the landscape
Realtors readily acknowledge that noise adversely affects property values.
People seek out homes in Nyack because they want a peaceful environment for their families set in the natural beauty of Rockland County.
Municipalities across the USA have taken action.
Over 15 Westchester communities have ordinances restricting the use of leaf blowers.

Police and the code enforcer would respond to complaints of non-compliance
The ordinance would provide for fines

Leaf blowers are detrimental to the quality of life, health, and property values of Nyack residents.
Many communities already have ordinances to safeguard their residents from the negative impacts of the devices.
An ordinance is enforceable.
