Treasurer

The following is the job description:
The village treasurer is an appointed position and is required by New York State Law. The village treasurer is the chief financial officer of the village which includes the Nyack Water Department. The appointment is made by the Mayor with Village Trustee approval. In Nyack, the Village Treasurer’s appointment is for two years and serves concurrently with the Mayor.
New York State’s Village Law promulgates statutory duties of the Village Treasurer. These duties are as follows:
- Have custody of all moneys belonging to the village, and keep accounts of all receipts and expenditures in conformance with a uniform system of accounts that is prescribed by the NYS Comptroller’s Office.
- Deposit within 10 days after receipt all monies received by the village for the village in a bank designated by the board of trustees. (The Nyack Board of Trustees has designated all four banks in Nyack and CLASS, a cooperative investment pool. In Nyack all receipts are deposited daily.)
- Sign all checks for payment of liabilities when approved by the village board of trustees, certain contracts or by court order. In the absence of the village treasurer, the mayor is also an authorized signer. Approve and review all vouchers from all departments and approve DPW vouchers and other vouchers if no other employees is authorized to approve.
- File with the village clerk a statement showing in detail all revenues and expenditures for the previous year, file with the NYS Comptroller’s Office all forms and reports as required, compile the annual budget with input from the department heads and approvals and adoption by the Mayor and Trustees. Cause the tax rates to be established and see that the tax bills are produced and mailed.
The village board may also assign additional duties to the treasurer.
