Last year, in response to citizen requests for new regulations to limit the use of leaf blowers in the village, Mayor Jen White established a Leaf Blower Committee and held four committee meetings. The committee included members interested in proposing a leaf blower ban, local landscapers, Village Board members and the Village Attorney. One member of the committee was also representing the concerns of the disabled. The committee discussed various ideas including public outreach, possible time and date limits on the use of gas powered leaf blower and other power tools, noise regulation, education and incentivization.
This questionnaire was developed for the committee to clarify areas of agreement and areas that need further discussion about possible strategies. The committee agreed that Nyack should take a step by step approach to reducing leaf blower use and impacts, so a phased approach is an underlying assumption in this questionnaire. Also, some of the assessments and determinations of the committee are incorporated into the discussion. The pace and components of any plan have to be determined through more discussion, and this questionnaire is designed to help that discussion move forward.
Because a there has been a new surge of interest among members of the community in regard to leaf blower use, all interested members of the community are invited to complete and submit this questionnaire to the committee to enrich their discussions in further meetings.
