Process for Village Administrator
In order to keep all interested parties informed, here is the process that the Mayor and Village Board will utilize in regard to establishing the position of Village Administrator:
What has happened:
The Village Board passed a resolution requesting the Village Attorney to draft proposed legislation in order to formally establish the position of Village Administrator.
Next steps:
The proposed local law will be drafted by the Village Attorney for review by the Village Board and the public. The draft law is posted on this website (click HERE)and copies will be available at Village Hall in the lobby. The law will be discussed at a public hearing (as mandated by New York State Law) on April 8. At this hearing comments will taken from all interested parties. Comments on the proposed law can also be submitted in writing to the Mayor's office.
After all comments are taken, the Village Board can then take any of these actions in relation to the hearing on the proposed legislation:
The public portion of the hearing can be kept open if the Village Board requires further information on the proposed legislation; or
The public portion of the hearing can be closed and the Village Board will then discuss and deliberate the proposed legislation. After discussion and deliberation the Village Board can:
a. Approve and pass the legislation without changes;
b. Modify the legislation and approve and pass with modifications;
c. Decide to continue deliberations at a later time;
d. Decline to approve or pass the legislation.
The Village Administrator position will be official and exist only upon approval and passage of the legislation by the Village Board.
The proposed law will include, among other things, the employment term, who the Village Administrator reports to and a detailed job description (click HERE for preliminary draft).
If the Village Board creates the Village Administrator position by passing the proposed legislation, the official job description will be posted on the Village website, applications taken and qualified and interested persons will be interviewed by the Village Board.
Trustee Foster has expressed interest to be considered for the position, and has thus recused himself from all deliberations, including abstaining in his vote on March 11 for this law. Should Trustee Foster be chosen to fill the position, he will resign his Trustee position which will then be filled by the Mayor with the approval of the Village Board, as per law.
