TZ Vista is an application currently before the Planning and Village Boards. The proposed project is located at 25 and 26 Lydecker Street and 41 and 55 Gedney Street. The applicant proposes to build 131 units of multi-family housing, a café, and accessory underground parking garage for 275 cars. This project will require the following local land use approvals: Site Plan approval, Special Permit, and Architectural Review approval. The Planning Board is responsible for granting the Site Plan approval. The Village Board is responsible for granting the Special Permit and the Architectural Review Board is responsible for granting architectural review approval.
The project is currently in the State Environmental Quality Review (SEQR) process. On March 6, 2017, the Planning Board voted to become Lead Agency. In becoming Lead Agency, the Planning Board is now reviewing the environmental impacts to determine if this project will require a Positive Declaration or a Negative Declaration in accordance with the SEQR regulations. To assist the Planning Board in this task, a memorandum was sent to the applicant on March 6, 2017 that identifies environmental issues and concerns raised at the January 9 and February 6, 2017 Planning Board meetings as well as the Environmental Assessment Form (EAF) dated August 24, 2016. In addition, the Building Department issued a letter identifying concerns related to the zoning requirements of the WF zoning district on March 15, 2017.
On March 23rd at 6:00 pm, there will be a joint meeting of the Village and Planning Board. The purpose of this meeting is to provide the applicant an opportunity to present their proposed project to both boards. There will be no action taken at the joint meeting by either Board. Neither the Village nor the Planning Board can grant any approvals until the SEQR process is complete. Information and documents on this project can be found on the Village of Nyack’s website.
