Project - 2015 Comprehensive Plan Update (View All)
The Village of Nyack has begun the process of updating its Comprehensive Plan. A comprehensive plan serves as the guiding document for a municipality’s land-use decisions, such as zoning and capital improvements. The current plan, prepared in 2002 and updated in 2006, offered a range of recommendations, including for the waterfront, “Gateway” and downtown areas, and many of these are still valid. In updating the Plan, the Village is seeking to build on prior planning efforts with current demographic and economic data, and to integrate plans for new multi-modal transportation options, waterfront development activity and environmental sustainability. The Village has received a grant award of $206,000 from the New York State Energy Research and Development Authority (NYSERDA). The grant will cover both Village staff support and a multi-disciplinary consultant team led by New York City-based BFJ Planning, a planning firm with significant experience in comprehensive planning throughout the metropolitan region, including the Rockland County Master Plan, and with strong local knowledge of Nyack.
The Comprehensive Plan will cover a broad array of topics, including the Village’s place within the region; socioeconomic trends and housing; land use, zoning and development; infrastructure and utilities; environmental, historic, cultural and municipal resources; parks, open space and recreation; economic development; transportation; and sustainability. For each topic area, the Plan will summarize existing conditions, identify issues and opportunities and outline recommendations and action items. Environmental sustainability will be interwoven throughout the document, so that recommendations speak to specific sustainability goals, with indicators and associated metrics and tracking methods established to gauge the benefits of the goals and the success toward reaching them.
The year-long Comprehensive Plan update process will be guided by a Steering Committee including representatives from Village government, staff and boards and commissions, and by members of the community at-large. The project will incorporate a robust public outreach process designed to identify and understand the community’s vision for the future development and preservation of Nyack. This process will include four public workshops and three design “charrettes,” focused sessions on sustainable waterfront development in the downtown, waterfront and Gateway areas; transportation; and waterfront development and infrastructure (including the potential for ferry service). The goal is to reach as many residents, business owners and other stakeholders as possible, to create a consensus for Nyack’s future for the next 10 years.
The first public workshop will be held on Monday, October 19, from 7 p.m. to 9 p.m. at the Nyack Center on South Broadway and Depew Avenue. The consultant team will be on-hand to introduce the project and to listen to comments, concerns and ideas from the public.
