Requests for Proposals for a
Qualified Entity to Administer and Operate
BOAT CHARTER RFP
PURPOSE, SCOPE & ADMINISTRATIVE REQUIREMENTS:
The Village of Nyack is seeking proposals for a license to operate a Boat Charter operator to offer paid excursions on the Hudson River from the Nyack Village Marina for the 2017 Boating season (May 22, 2017 through October 31, 2017).
The Village of Nyack owns and operates a Marina located at the foot of Burd Street in the Village of Nyack. In order to increase public access to the Hudson River, the Nyack Village Board is seeking to license a 3rd party operator to offer chartered Hudson River excursions on a sailboat and/or motorboat capable of handling 10+ passengers.
C. ADMINISTRATIVE/OPERATION REQUIREMENTS:
The qualified Entity will be responsible for, but not limited to, the scheduling of all excursions as follows:
1. Hudson River tours out of the Nyack Village Marina (passengers being ferried to a sailboat/motorboat from a rented slip) for at least six (6) days during the 2017 boating season, with at least 10 passengers accommodated per excursion.
2. To have a licensed captain and properly trained crew to operate boats.
3. Providing proper insurance naming the Village of Nyack as additional insured (to be submitted with the RFP response, reviewed, and approved by the Village of Nyack Insurance Consultant).
A. BUSINESS ORGANIZATION AND PERSONNEL
State the full name and address of your organization that will perform, or assist in performing, the work hereunder. Indicate whether you operate as an individual, partnership, or corporation; if as a corporation, include the state in which you are incorporated. Include the names and phone numbers of personnel of your organization.
B. MANAGEMENT SUMMARY
Describe in narrative form the management structure, methods, and procedures selected by your organization to complete the project as described in Section 1.
C. PRIOR EXPERIENCE DISCLOSURE
Given the project objectives, the vendor should demonstrate an established competence with respect to operating a boat charter business.
Proposals submitted should include in this section a listing of qualifying experience. These references must include a complete project description, the name, address, and phone number of the responsible official of the client organization who may be contacted. References of similar size municipalities and requirements are encouraged, though not required.
All responses shall include a proposed license fee payable to the Village, and reflect cost to be charged to excursion passengers (including group rates and the terms of offers to groups of passengers).
REJECTION OF PROPOSAL / CONTRACTOR SELECTION
A. The Village of Nyack, NY, reserves the right to reject any or all submissions, to waive any irregularity or informality in a submission, and to accept or reject any item or combination of items, when to do so would be to the advantage of the Village. It is also within the right of the Village of Nyack, NY, to reject submissions that do not contain all elements and information requested in this document. The Village reserves the right to cancel this RFP at any time. The Village of Nyack, NY, will not be liable for any cost/losses incurred by the Responders throughout this process.
The Village of Nyack, NY, reserves the exclusive right to determine which licensee(s) should be awarded the license. The Village of Nyack, NY, also reserves the right to reject any or all bids at its discretion with or without cause.

C. Responses must be postmarked on or before May 19, 2017.
